Gavin Newsom Boasts About ‘LA 2.0’ Marshall Plan Amid ‘Smart LA 2028’ Backdrop. "That's why we're already organizing a Marshall Plan, we already have a team looking at reimagining L.A. 2.0," Newsom said in an excited voice with energetic body language. Newsom went on to give a very long description of this Marshall Plan, using positive sounding vague words and phrases that evoke a sense of productivity. The technical details of this plan were not explained however. On Sunday California Gov. Gavin Newsom held an interview with NBC News where the Democrat lauded an initiative he referred to as ‘L.A. 2.0’, a type of ‘Marshall Plan’ which he see’s as the way to rebuild the city ravaged by fire throughout early January.
